		<description>I have had the same problem as well, at least 2 times.
Both times I was searching "hand tool photoshop" (thus finding this page), but after I clicked on to this page I checked back into Photoshop and it was fixed.

Must be one of those "do stuff and it will fix itself" things.</description>

		<description>I might be able to help, If you keep getting the "Hand Tool" On Photoshop CS4, All you really have to do is, Go to the top of the Program, Click "Edit" go down to "Preferences", Then go to "General". After you do that, Exit "General" and go back to your project, and the "Hand Tool" will be gone.

This is what I did to make it go away, and hey, It worked, Try it out.</description>

my situation was i've used photoshop since v5 release and never saw this problem until cs3 (which i've been using for something over a year) today.

i had just captured a screenshot of a website to the Windows clipboard and pasted it in a new, transparent ps3 workspace.

Probably an Adobe update dialog box that was ghosting the program window, possibly related to opening a PDF file directly into Photoshop.</description>

		<description>I've just read Lorian's comment, and yes I was viewing YouTube when I started PS. I closed youtube while I googled for an answer to my problem. And when I tried one more time (this time without youtube) it worked.

Then I tried opening youtube again, resulting that my problem reappeared. I tried hitting space, and it worked.

So if you got this problem, try hitting space bar. Or close youtube (or whatever you are watching) and open PS one more time. But space bar is an easier solution.

Me happy, no more problemos (for so long)</description>

I was reading some of the comments, and decided to try to reset the warning dialogs. But before I even tries it, guess what. When I minimized firefox and opened PS one more time, it decided to work! It kind of fixed itself :-D
